1. Open untouched WinXP SP2, find [I386], open it, find kbduk.dll file and copy to windows\system32 of installed Essential 2, do the same with Intl.inf file but copy to windows\inf
2. Open Intl.inf with eg Notepad, find section [Locales], you’ll see a list of languages, find yours and copy the code present at the beginning of the line (for UK it is 00000809). If the layout you want restored is not one of the major European groups and locales (quotation from intl.inf), change LANGUAGE_COLLECTION.BASIC.INSTALL to LANGUAGE_COLLECTION.COMPLEX.INSTALL in order to install right-to-left and contextual writing system language groups and locales or to LANGUAGE_COLLECTION.EXTENDED.INSTALL to install the East Asian language groups and locales.
3. Have untouched WinXP Sp2 in cdrom, in Essential 2 open Start, then Run, enter this command:
rundll32.exe setupapi,InstallHinfSection LANGUAGE_COLLECTION.BASIC.INSTALL 00000809 %WINDIR%\inf\intl.inf
4. Run it
5. Go to Regional and Language Options and change what you need

Podes fazer só o que eles dizem mas se fores ao run (DEPOIS DE FAZERES TODOS OS OUTROS PASSOS) e correres :
rundll32.exe setupapi,InstallHinfSection LANGUAGE_COLLECTION.BASIC.INSTALL [codigopt] %WINDIR%\inf\intl.inf
e depois:
rundll32.exe setupapi,InstallHinfSection LANGUAGE_COLLECTION.COMPLEX.INSTALL [codigopt] %WINDIR%\inf\intl.inf
Ficas com TODOS os teclados instalados (nunca se sabe quando pode ser preciso )

Em vez do kbduk.dll (o ingles) é para copiar um que se chama kbdpo.ddl (o portugues). Julgo que terá sido esse o teu erro.
